This is the Named Entity Recognizer from Palladian. It is based on rule-based entity delimitation (for English texts), a text classification approach, and analyses the contexts around annotations. The major different to other NERs is that it can be learned on seed entities (just the names) or classically using supervised learning on a tagged dataset.
